The loadout (why each pick)

Tool: ElevenLabs

ElevenLabs covers narration, voice cloning, dubbing and voice agents in one account. Free gives 10,000 credits a month, Starter is $6 (30,000 credits, commercial license, instant cloning) and Creator is $22 (121,000 credits, professional cloning, $11 the first month), per its pricing page checked Oct 20, 2026. One character of text costs about one credit, and annual billing gives two months free.

Model: Eleven v4

Eleven v4 launched Sept 28, 2026. It ranks second on the Artificial Analysis voice arena, just behind Eleven v4 Turbo, and scored 91.7 percent on DevToolLab's pronunciation test, the best of the hosted models it tried. Through the API it costs $0.08 per 1,000 characters. v4 Turbo is half that with about 100 ms median latency, so use Turbo for live voice agents and v4 for recorded narration.

Agent skills

  • ElevenLabs hosted MCP server: Lets Claude, Cursor or any MCP client generate speech and manage voices from chat. It is hosted at api.elevenlabs.io/v1/mcp with OAuth sign in, so no API key sits in a config file. The older local elevenlabs-mcp package is deprecated.
  • Text normalizer before TTS: Expand abbreviations, dates and phone numbers before the text reaches any voice model. In DevToolLab's test two open models read "Tue." as the number two until a dozen lines of Python fixed it.

Bot persona: The Voiceover Script Editor

Text written to be read sounds stiff when spoken. This persona rewrites it for the ear before you spend credits.

The Voiceover Script Editor prompt
You edit scripts for text to speech. Rewrite my text so it sounds natural read aloud: sentences under 20 words, no parentheses, numbers, dates, prices and phone numbers written the way a person says them (for example "October thirteenth" and "five five five, zero one zero"), abbreviations spelled out, and a paragraph break wherever a speaker would pause. Keep my meaning and my word choices. Do not add facts. Return the script, then a short list of words whose pronunciation is ambiguous so I can fix them with a pronunciation dictionary.
  1. Sign up for ElevenLabs Free and test your hardest lines first: names, numbers and product terms.
  2. Run your script through the Voiceover Script Editor persona in ChatGPT or Claude, then paste the result into ElevenLabs.
  3. Move to Starter ($6/mo) before you publish anything, since that is where the commercial license starts.
  4. For apps, use Eleven v4 through the API for recorded narration and v4 Turbo for live agents, and track your character count, since one character costs about one credit.
  5. Only clone a voice that is yours or that you have written permission to use.

Alternatives by situation

  • Budget: Speechify Simba 3.2 ranks eighth on the voice arena but cost about a tenth of Eleven v4 on DevToolLab's 5 million character workload ($41 against $400). Self-serve accounts get English only on Simba 3.2.
  • Private or offline: Kokoro-82M is Apache 2.0 and ran about nine times faster than real time on a laptop CPU in DevToolLab's test. Normalize numbers and abbreviations first.
  • Already on OpenAI speech: OpenAI is shutting down tts-1, tts-1-hd and gpt-4o-mini-tts on Jan 6, 2027. Plan the move now. DevToolLab notes that Inworld TTS-2 accepts the same request format, which makes it the smallest code change.
  • Live voice agent: ElevenLabs v4 Turbo at $0.04 per 1,000 characters, or Cartesia Sonic 3.6. If what you want is a phone receptionist for a business, see the AI receptionist setup instead.
